ILL FATE OF A PRE-1973 DISABLED VETERAN.

We had posted an Article on November 26th of 2014 regarding  restoration of Service Element to Pre-1973 retirees  as per CDA cir 527.

The first and the only one veteran Sepoy  PRIS Jeyaharan  came to our Trust  for a help in this regard.

NAME: PRIS.JEYAHARAN   RANK: SEPOY  Regt.No: 6647011 RECORD OFFICE: ASC(S) 

We extended all the helps in preparing the required documents  and guided him to forward it to his RO –ASC.

Record Office raised so many queries  and we replied  and after about 2 yrs of correspondences , the veteran is sanctioned with SERVICE ELEMENT  of minimum pension  with effect from 30-4-1983 vide PPO: D/Corr/0819/2016

The PPO was sent to Treasury  Office, they in turn forwarded to his PDA, State Bank of India .  The branch  transmitted  the same to their CPPC at Chennai for further action.

Likewise this THAMASA went of for more than 6 months. No action taken so far.

ALAS:  NOW THE INNOCENT VETERAN DIED LAST MONTH- (MAY 2017 )   without receiving his pension and arrears..

When we calculated the arrears from May 1983 till now , it works out to be  about 10Lacs plus.

WHAT A PITIABLE SITUATION.

The poor veteran died with out receiving his sanctioned pension and he could not enjoy the fruit of a Huge amount of Arrears in his life time.

The main reason for such a delay is –the policy making, decision making and implementation. It has taken 33yrs for the Government to decide for restoration of Service Element to such  disabled soldiers.( Cir 527).


ANOTHER PATHETIC POINT TO NOTE

There is no Joint notification in favour of his wife.
Now the arrears  to be claimed by NOK / Legal heirs and his wife  has to ESTABLISH  the genuineness of her WIDOWHOOD.

The process  to claim / sanction family pension may take another a year.

THIS IS THE FATE OF OUR VETERANS AFFAIRS.

FIRST CASE OF PRE-1973 DISABILITY  VETERAN
We had displayed a Notice board at our CSD canteen and ECHS regarding the Benefit  for the Pre-1973 disability pensioners as per CDA cir 527.
Those who were Invalided out with less than 10 yrs of service with 20%
Disability element   and  later on due the Disability Element fell below 20% the disability was stopped  and as the qualifying service was less than 10 yrs, the service Element also stopped.
For such people, the Government has now  considered  to sanction Service element  as per CDA cir 527. For that they have to apply to their Record office.
One affected veteran called on us  and we guided him. He has now received a set of Forms from Record office.  Again we assisted him in filling up the forms giving various particulars  and  guided him to forward  it through Sainik Board to  his Record Office.

  1. Such cruel behavior from the side of PDA/PSA is an Example How the soldiers are treated after discharge from service,He/His family has to run from Pillar to post for what is legitimately due to him- Mera Bharat Mahan
