LATEST NEWS ON 7TH CPC- GOOD NEWS.


 The 7th Pay commission Report is approved by the Cabinet .



New Delhi: The Union Cabinet chaired by the Prime Minister Narendra Modi on Wednesday approved the implementation of the recommendations of 7th Central Pay Commission (CPC) on pay and pensionary benefits.   
It will come into effect from January 1, 2016.
In the past, the employees had to wait for 19 months for the implementation of the Commission’s recommendations at the time of 5th CPC, and for 32 months at the time of implementation of 6th CPC.  However, this time, 7th CPC recommendations are being implemented within 6 months from the due date.

The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year. The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

BROAD BANDING OF DISABILITY ELEMENT FOR ALL CATEGORY



we had already published in our blog on 29-5-2016 about the same-
 It was under DESW letter  dated 18-4-2016.

Now, CDA has issued Cicular No; 561 in this regard.

All affected veterans of all category, whether invalided out, released/ discharged
 on completion of terms and condition etc may now apply for Broad banding .

Affected veterans may approach us for guidance.

WORLD YOGA DAY OBSERVED ON 21-6-2016





The world YOGA DAY was observed on 21-6-2016 at our
- ECHS Polyclinic, Tirunelveli- Tamil Nadu.

WOMEN FIGHTER PILOTS IN INDIAN AIR FORCE.



 HAPPY NEWS:

 WOMEN PILOTS ARE INDUCTED IN TO AIR FORCE.



 New force in the air

  • Flying Officers Mohana Singh, Avani Chaturvedi and Bhawana Kanth were on Saturday commissioned as India’s first women fighter pilots.
  • On completion of successful training at the Air Force Academy in Dundigal on the outskirts of Hyderabad, the trio were formally commissioned into the Indian Air Force by Defence Minister Manohar Parrikar and were the centre of attraction at the Combined Graduation Parade.
  • The women will get to fly fighter jets next year after completion of stage-III training at Bidar in Karnataka. The women, who flew the Pilatus and Kiran jet trainers, will now get to train on the Hawk advanced trainer jets for a year before being allowed to fly supersonic warplanes. Report back page

RETIRED AIR MARSHAL - COORDINATOR -DEFENCE MINISTRY AND THREE SERVICES

 We are all happy that for the first Time in Indian history, a Retired Air marshal is considered as COORDINATOR  between Defence ministry and Three service.
This is decided by our Defence Minister . Our ESM community welcome this decision by our Defence Minister.



NEW DELHI:Breaking traditions, defence minister Manohar Parrikar has hired a retired IAF officer to coordinate between his ministry and the Services, which has always been a ticklish issue. Air Marshal (retd.) P P Reddy, who was heading the office of the Chief of Integrated Defence Staff till March, has been appointed as a consultant in Parrikar’s office.






 Reddy, an ex- fighter pilot, was handling the tri-services’ planning and acquisitions as chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee. “The minister wanted to use Air Marshal Reddy’s expertise in resolving issues related to the tri-services. His duties include coordination between the ministry and the Services, and assisting the defence minister in having a better understanding of Services’ matters,” an official said.Usually, the defence minister has a private secretary, an IAS officer who looks after his engagements and meetings. Then there is an Officer on Special Duty, who explains files and communications to the minister. An official said bureaucrats don’t understand the requirements of the Services, which eventually reflect in the ministry’s decision-making “and creates resentment amongst the Services. An defence official will reduce friction between babus and defence personnel and will hasten decision-making”.

YET ANOTHER DISABLED VETERAN HELPED

AN AGGRIEVED DISABILITY PENSIONER HELPED.

The below mentioned  veteran called on us for verification of his pension particulars.

PPO.No: D/ 59/ 1977.  20% FOR Life – Invalided out.

On going through his available documents, it was noticed that he was sanctioned Disability for life.

But  he is being paid only Service element of  Rs.3500/.

Immediately, we have contacted the PDA and informed them about the discrepancy  of not paying Disability Element.
We prepared Annexure for Broad banding  and guided the veteran to forward it to his Record Office through PDA.

The innocent veteran was happy with our action and expressed his sincere thanks  for this timely help.

Our Trust is also happy in helping one more Disabled veteran.

There is no change in the Rate for  Widowa of Sepoy to Havildar  of Group- Y and Z.
There is change in Group X/ A for all Ranks for All the 3 forces.







Now, the Rate of Special family pension is calculated on the 
basis of Rank, group and Qualifying Service as per CDA cir 503..
Hence, the Rate as per 503 w.e.f 24-9-2012 to be taken .
The Rate as on 1-1-2006 is given in cir 456.


So the the difference between 503 and 456 will be the arrears.

EXWEL TRUST MEMBERS PARTICIPATE IN THE EYE CAMP AT KOVILPATTI

On a special  invitation  from the Secretary/President, Subedar Kesava Rajan,  ESM Association Kovilpatti,  our Trust Members participated in the EYE CAMP- conducted by AGARWAL EYE HOSPITAL, TIRUNELVELI on 10-6-2016.. 
The camp was held in the premises of Ex-Servicemen Bhavan/CSD canteen.at Kovilpatti , Tuticorin District, Tamil Nadu.
 .
More than 100 veterans and Families were benefited by this camp.

Our Trust, helped the Veteran and family pensioners in  solving their problems like OROP pension arrears, by providing with print outs of arrears Chart to about 25 persons, and guidance on other discrepancies like Endorsement of Family pension, Part II order Publication , claims for Broad banding of Disability elements etc.  .

The  participation of our Trust in the Camp was very useful and success  as our veterans and families were benefited. There was a heavy demand by EMS of Kovilpatti,  to hold such Program by our TRUST  to sort out pension and other discrepancies.  

OUR TRUST IS HAPPY AND SATISFIED IN PARTICIPATING IN THE CAMP.

CIRCULAR ISSUED FOR PAYMENT ARREARS TO DE/WI AND SPECIAL /LIBERALISED FAMILY PENSIONERS IN LINE WITH CIR 547.




Dear veteran brothers and Family pensioners,of Pre-2006- Happy news for you,.

We had already published in our blog on 19-5-2016 and 26-5-2016 regarding the revision and payment of arrears for Disabled/ War injury pensioners and Special/ Liberalised Family pensioners on line with cir 547 for the period 1-1-2006 to 24-9-2012.

Now, PCDA(P) has issued Circular No.560  for revision and payment of arrears.
.
All the banks are authorised  to carry out the process.

The Minimum rates for these categories are Tabled in the
Annexures 1 to 7  and A to D for ready references.

All the affected veterans and families can approach their Bank branches for the payment of arrears .

They can also approach our Trust for help and guidance.

INJUSTICE TO ONE OF OUR INJURED VETERANS.

                            INJUSTICE TO A INJURED VETERAN

One Veteran sustained injury in a Bomb Blast and was classified as battle Casualty
Part II was published.

After series of correspondences for grant of War Injury pension, we have now informed that the injury sustained when he was in Toilet( Latrine) and hence not covered  under the ambit of enemy action. Hence not eligible for War injury pension.

The same Record office, had informed  early that  he his injury was while on duty in proximity  to enemy  due to mine blast and the incident is classified as Battle  causality.

Both the statements are contradictory  to each other.

It is a great injustice  to a veteran.
