ONE MOR BJP MP SUPPORTS OROP.

Tarun Vijay meets Parrikar, demands 'one rank, one pension' for forces

Feb 26, 2015, 07.56PM IST TNN

The picture shows Tarun Vijay giving memorandum to the defence minister in his office in Raksha Mantralaya on 26th Feb 2015.
NEW DELHI: BJP MP Tarun Vijay, who is also member, parliamentary standing committee on defence and president, Uttarakahnd's Society to Help Armed Retired Personnel met defence minister Manohar Parrikar on Thursday and gave him a memorandum demanding that the long standing issue of 'one rank, one pension' be resolved in favour of the soldiers.

He said that if the government feels a crunch of funds, please take away the privileges given to the MPs and MLAs and give the funds to the forces so that their legitimate and logical demand to get 'one rank, one pension' is met. He said that soldiers give their best to the nation but they are forced to die early and run from pillar to post after retirement. Tarun Vijay told the minister that soldiers were disappointed by the UPA, they have great hopes from PM Modi and him, as a minister.

Tarun Vijay told media persons that Parrikar was very sympathetic to his demands and fully agreed that the government must act sympathetically to the long standing demands of the forces. He said, "as the defence minister I stand with my soldiers". Their demands will certainly receive sympathetic consideration.

Tarun Vijay also said that there are more than 3000 cases regarding disability pension pending in courts. Soldiers' basic pension was revised in line with 6 CPC recommendation from 24 Sep 2012 (instead of 1-1-2006) but disability pension has not yet been revised notwithstanding various letters written on the subject by various associations. CAT had given clear verdict but legitimate dues are being denied. Broad banding of disability pension has been denied in spite of AFT/ SC orders.

ONE RANK ONE PENSION IS FAST APPROACHING

OUR Govt this time has decided that the military personnel,  who retire at a much earlier age and undergo life-threatening postings, can not be equated with other government employees.

Both the Finance and Defence Ministers, Arun Jaitely and Manohar Parrikar, have approved the step.

OROP basically implies payment of uniform pension to personnel retiring in the same rank with the same length of service, irrespective of their date of retirement.

“Military pension as a category has been defined as separate from others based on a series of criteria. This takes into account the hardship factor like being posted in far-flung areas, risky life-threatening duties and long hours of hardship,“ a source said.

NEW DELHI: The much-awaited "one rank, one pension (OROP)'' for the armed forces is likely to be part of the Union budget, and could be implemented soon thereafter with the government defining "military pension'' as a category separate from other kinds of pension.

An estimated Rs 8,000 crore is likely to be allocated by the government to fulfill its commitment to the over 25 lakh ex-servicemen, who have been stridently demanding OROP for several years without much success despite all political parties promising its implementation.

GOOD NEWS FOR THE DISABLED VETERANS

Encouraging news for those Disabled veterans who were not sanctioned with disability pension -    Please go through the latest news in this regard   - Published by our beloved Major Navdeep Singh:

Again coming to the rescue of disabled soldiers denied disability pension, the Supreme Court has yesterday rendered a detailed landmark decision holding that any disability that arises during service is to be deemed to have been caused by military service unless reasons are recorded as to how the disability was such which could not have been detected at the time of entering into service.

A. The opinion of the medical board stating that a disability is “neither attributable to, nor aggravated by military service” is not sufficient to deny disability pension to disabled soldiers.
B. As per rules, a presumption of fitness operates when a person joins service and it is also presumed under the rules that any deterioration that has taken place in the health of a soldier is due to military service.
C. Claimant is not to be called upon to prove entitlement and he/she shall receive the benefit of doubt.
D. If the medical board holds that the disability could not have been detected on medical examination at the time of acceptance in service, reasons for the same shall be stated.

Sincere thanks to Major Navdeep Singh - for the News.

ADVANTAGES AND DISADVANTAGES OF JOINT ACCOUNT WITH SPOUSE..-USEFUL FEEDBACK.

It was felt by all that  on the demise of a Pensioners, the families were facing difficulties in switching over to Family Pension.

On considering the difficulties, the Government has issued an order to open/ convert the existing  Pension account  to Joint Account with Spouse to avoid delay in getting  Family pension .

Accordingly, many veterans converted the single PENSION  account to Joint account with spouse,
This is the advantage.
This  Joint account  also  IS facing problem/ difficulties..
TWO  cases for  our knowledge / information.
Case No.1
One veteran reported that  there is a misunderstanding between Husband and wife, the wife withdraw the  full pension on the first day itself   and the pensioner is left with no money and  suffering .

Case No.2.
One veteran died , it was informed to PDA and the PDA  has not informed the same to their CPPC.  Hence , the pension was being credited  regularly to the account of the deceased. The widow was drawing pension every month.
In the month of November, the  Life certificate was not given, hence  pension WAS stopped from  the month of December .
The widow enquired  about non credit of pension , The PDA informed her the non submission of Life certificate.  The widow informed about the death of pensioner and it was already reported with death certificate.

The innocent widow came to our Trust and informed about the happenings.
On going through the available papers, it was noticed that there was no JOINT NOTIFICATION  PUBLISHED. Poor widow has to refund the pension amount .

Now , we intimated the occurrence to Record office and received the  Claim Forms.
We  helped her in filling up the set of forms with all Annexures  for Joint Notification .
Any how, the widow has to wait for the PPO  which may take few months.  Meanwhile the PDA is asking her to refund the amount already drawn  amounting to a Lac plus.

This is the disadvantages.
We do not know howmany such cases are there.

All veteran brothers are requested  to think over in this regard. Operational condition may be given as – No.1/Former  or  the survivor      OR Either or survivor.
