EXWEL TRUST MEETS  A LIVING LEGEND-106 YRS OLD VETERAN
 
During our frequent visits to various villages, it came to our notice that one veteran aged 106 yrs old  living in a Remote village called T.Subramaniapuram,, Ottapidaram TK, Tuticorin. Dist, TN.

Immediately, we the Trust members made a dashing visit to his residence.

Date of Enrolment:17-11-1939   Date of Discharge: 19-11-1959    Date of Birth : 6-6-1906 as per the Horoscope. (Palm leaf).

On our visit the aged but looking young, hale and healthy veteran gave us a warm welcome, supported by his elder son, a retired Technical instructor.

The golden memories of this veteran go with India’s pre-independence days.  He has seen Netaji Subas Chandra Boss in Malaya during his service in the British Indian Army camped at Malaya.  After independence, he was posted in Delhi and worked as a body guard and Driver to our late President Dr.S.Radhakrishnan.  He was a close associate with Pandit Jawaharlal Nehru’s family. It was one of his routine duty to take his daughter Indira (Our late Prime Minister) to school in those days.  We are really proud of having a living legend with us.

We understand that his wife aged 89 passed away a month before. He is little broken after his partners demise.

His house is located in a Remote village called T.Subramainiapuram of Tuticorin Dist an airy and spacious titled House with Cow shed . We heard that he is interested in maintaining the Cows for his own use.

It was a great pleasure for all the Trust members to visit the Centurion with joy and interacted with him and got his blessings.

We honored him with a Shawl and a Walking stick as a Token of goodwill and respect for the aged centurion.

We wished him a hale and healthy long life.

HANDICAPPED SON OF A VETERAN HELPED

On our regular visits and interactions, we came to know that One Handicapped Son of a Subedar was receiving un-Revised pension.

On scrutinizing the Pension paper and Bank pass book entries, we noticed that the pension was
Not revised as per Annexure –III of CDA cir 397.

Ordinary  Family pension for the Rank of Subedar , “B” is Rs.4770/- but this Handicapped Son is being paid Rs.3914/ only , thus the difference of Rs.856/ per month w.e.f 1-1-2006.

We  reported  discrepancy reported to the PDA and their CPPC at Chennai for revision.

The Handicapped Son called on us and sincerely thanked our Trust for doing this voluntary service.

AGAIN ONE MORE SPECIAL FAMILY PENSIONER HELPED

We traced out one more Widow Special Family pensioner receiving un-revised pension.

PDA: Indian Bank, Tirunelveli-Junction, Tirunelveli-Dist, TN.

On verifying the Service particulars and the PPO and the Bank pass book, we noticed that her pension was not revised as per latest CDA cir 456. She is being paid at the rate of rs.8484 instead of rs.9540/- w.e.f 1-1-2006.

We reported the discrepancy to the PDA. The Bank officials were kind enough to agree with our explanation and promised to revise the pension and pay the arrears in the next month.

The Special Family pensioner expressed her sincere thanks to our Trust for this timely help.

      EXTENDING HELP TO BSNL PENSIONERS.

On going through the News papers regarding the Pensioners Adalat conducted by Indian Bank,
 Zonal Office  on 29-12-2011  at Tirunelveli, and out Trust played a key role in interacting with the pensioners of all departments, Defence, Railway, Central civil, Tamil Nadu State and BSNL,
Two BSNL pensioners approached us in connection with revision of their pension
w.e.f 1-1-2007.

 1)Name: Mr.P.Thangiah    PPO.No: 210016282

2)             Mr.K.Chithirai Pandi        PPO.No: 210016281

Both of them are drawing pension from Canara Bank, Srivaikuntam Br., Tuticorin-dist, TN.

As the PDA is not having the IDA pattern of DA rates, these pensioners sought our help in revising their pension.

As we are having the up to  date  DA rates for all the Departments, we revised the pension of these BSNL pensioners, prepared the DUE/ DRAWN statement and arrived the differential amount to be paid as arrears.

Both the BSNL pensioners  were happy and thanked our Welfare Trust for helping other than Defence pensioners also.

On coming to know the noble services of our Welfare Trust, she whole heartedly appreciated the untiring efforts of taking the Trust to the door stes of Military veterans and their family.

She wished all the Trust members to be Hale and Healthy to serve more with dedication.

As a Gesture of goodwill, she called on us and DONATED a sum of Rs.5000/- to the Trust.

ONE MORE WIDOW HELPED

It came to our knowledge that one widow was not sanctioned with family pension after the death of her husband.

Joint Notification was not done.
The Sepoy was sanctioned with disability pension for life, hence his wife was eligible for Family pension, but the claim was not accepted.

We took up the case and after series of correspondence, we have now received the claim forms. We prepared all the connected documents , including the Affidavit duly signed, attested and sent it to their MRC record Office.

The innocent, poor widow , un-mindful of the distance about 60 kilometers, called on our office and expressed her sincere thanks for extending such a Noble service to the Ex-Servicemen community, widows in particulars.

Dear veteran brothers, please help such widows in your areas. We have repeatedly published earlier also.

AGAIN ONE MORE SPECIAL FAMILY PENSIONER HELPED

We came to know that one Special Family pensioner was receiving un revised pension.

On scrutinizing the Pension papers and Bank pass book entries, we noticed that she was being paid Rs.5763 as basic instead of Rs.7000/- with effect from 1-1-2006.

Immediately, we reported the Non-revision to the PDA, Zonal Office and CPPC at Chennai.
The PDA has accepted our findings and agreed to revise the pension and pay the arrears in the next month.

The innocent widow called on us and expressed her heartfelt thanks for such a voluntary service .

YET ANOTHER WIDOW PENSIONER HELPED-EX-GRATIA

It came to our knowledge during our recent visit to Kovilpatti, that one Ex-Gratia pensioner was getting un-revised pension.

On going through the pass book entries, we noticed that there was no increase in the pension
from 1-1-2008. The DA was not effected from that time onwards.

We informed the discrepancy to the branch Manager and he immediately accepted our observations and agreed to revise the DA rate and pay the entitled arrears due early.

The poor, innocent Widow ,all the way from Kovilpatti, 60 kilometers away from Tirunelveli called on us and expressed her sincere thanks for such a voluntary service to the pensioners community, and particularly for the widows.

Our Trust is happy in helping one more Ex-Gratia widow pensioner.

ONE MORE WIDOW HELPED FOR PART II ORDER

One Late Sep. K.Murugan died in 1997 after 4 years of discharge. He did not apply for part II order publication for his daughter born after discharge. The widow approached us for a help .

We also noticed that the Late Sep. was discharged on Disability pension and died within 7 yrs after discharge. Hence we have sought clarification from whether the widow is eligible for a Special Family pension in the instant case.

The innocent Widow was very much pleased with our service and thanked us for such a Noble service to Ex-Servicemen community.

ONE PETTY OFFICER HELPED - IN CORRECT GROUP.

We came to know that the Group of One Petty Officer of Navy was wrongly classified .

Name: Ganeasan Rank: petty Officer No: 144371 T, Group- Tele Comm. “B”
PPO.No: 09/97/B/S/ 01397/1994.
P D A: SBI, Palayamkottai, Turnelveli-Dist, TN.

The Trade of the Petty officer as per record was Tele, and belongs to Group B as per CDA Cir 442, but was being paid pension for Group-C.

We took up the case with the Naval Records and our IESM. Now , we received the clarification that his Group is “B”.

We informed this to the PDA and the Bank authorities have now revised the pension for the Group of “B” and paid the arrears.

The happy Petty officer thanked us for the efforts taken by the Trust for getting his pension revised.

THE PLIGHT OF A 2ND WORLD WAR WIDOW

Signal Man (No.A5861) Muthu Mayyan was recruited in the British Indian Army on 01.10.1940 with a liability to take part immediately in overseas war theatres of the British empire.  The War came to an end with a great victory to the British empire in 1945.  The British Indian Army played a vital role for this great victory. 

But Signal Man Muthu Mayyam, never came back after the War.  His whereabouts not known.  It was only on 01.11.1948, (After the Independence) the then Signals records confirmed that the Signalman Muthu Mayyan presumed dead as on 01.11.1948.  Thereafter, the independent India released a Scroll of honour ( The Scroll of honour with Ashok Chakra  is given below) and sanctioned Liberalised Family pension to the widow Smt.Maruthi with a PPO No.F/W/1939 (CA)83093 w.e.f. 01.01.1950 with a monthly pension of Rs.8 for self and Rs.4 p.m. as children allowance.

From 01.01.1950 to 27.12.2012 for more than 62 years, the widow lived with whatever pension paid by the Bank.  During these 62 years, the pension hd undergone revision for more than 6 times.  Every time the OFP and LFP had undergone various changes.  But it appears that the changes have not been effected to this widow for Liberalised pension throughout this period.  There is not a single communication from the Signals record office to this widow during the past 62 years.

It was when the Exwel Trust’s Liaison Officer Sgt.S.Kandiah, while going through the pension list of the particular bank, he noticed that Smt.Maruthi, with a PPO Prefix “F/W” was getting a basic pension of Rs.3500.  Immediately the Trust members contacted the widow and the bank and verified all the records, which showed that she is a 2nd World War Liberalised Family pensioner.  She is eligible for a basic pension of Rs.9200 w.e.f. 01.01.2006 and Rs.11,040 from 20.11.2011 with 20% additional pension.

The Trust also immediately confirmed from the Signals records that she is eligible for Liberalised family pension.  The young bank Manager Mr.Papanasam was astonished to see how quickly the Trust was trying to restore  the correct pension to an aged and ailing widow.  The Manager was fully convinced over the short payment of her pension for a long period, at least from 01.01.96 and assured to restore her right pension and arrears during the life of the widow.
As promised, the Manager arranged for payment of revised pension and arrears and paid all dues just 3 days before her death on 06.01.2012.  He has done a marvelous job by preparing all documents from the bed side of the ailing widow and arranged safe deposit of the arrears to the legal heirs.

The most sorrowful part of the story is that the widow never knew that her monthly pension was Rs.17,444/- at the time of her death.  Had she known, she would have died more happily remembering her husband’s sacrifice  in the 2nd World War.  This is the condition of  most of our old family pensioners.  But for the immediate action taken by the Exwel Trust and the most sincere Manager Mr.Papanasam’s help, the widow would not have received the good amount of arrears to her legal heirs.

Dear Friends and readers of this Blog,  please help aged pensioners by listening their grievances patiently.  Verify the old documents discreetly, enquire the full story of the deceased soldier, only then you will be able to help them.

You will be surprised to know, that the we could get this good amount of arrears to the legal heirs only with a Basic knowledge that all defence family pension PPOs with prefix “F”  are Special Family Pension with a minimum pension of Rs.7000 p.m. and with with prefix F/W and F/BC are Liberalised family pension with a minimum pension of Rs.9200/-.  With this simple information, we could get arrears to many widows more than one crore during the past 3 years.  Still there are many cases hidden here and there.  We are on constant search out for these poor widows.

Recently on  26.01.2012 we have published a list of 115 widows belonging to Special category defence family pension getting less pension.  We have also estimated a total arrears of Rs.3.5 crores payable to these widows goes unnoticed by the pensioners and the bank.

A HAPPY DAY FOR OUR EFFORTS

We noticed  on our visit to one Bank branch, that one widow was eligible for Liberalised Family pension,

Smt.Marudhai w/o Late Sigman.Muthu Mayyan  of Signals Record. No.A 5861
PPO.NO: F/1667/1963 AND F/W/ 1939/1981.
PDA: Canara bank, Kalingapatti, Tirunelveli-Dist, Tamil Nadu.
She was being paid ordinary family pension instead of Special Family pension..
The discrepancy was reported to the Branch Manager and he was very kind enough to accept our submission and revised the pension as Special Family pension.
We cannot refrain from appreciating the Branch Manager Mr.Papanasam  for his sincere  humanitarian service of visiting the bed ridden widow at home  and informing the revision and arrears. The Manager, understanding the prevailing situation, notwithstanding the protocol, visited  again on the next day and disbursed  the arrears amount  at home after obtaining  necessary documents.

The ailing, bedridden widow was immensely happy and thanked the Manager and our Trust for such a Noble service .

“Alas “, this happiness lasted for 3 days only. The widow died on the 3rd day after receiving her entitled arrears in her life time.  Meanwhile, we have received a letter from Signals Records that the widow is eligible for Liberalised family pension of Rs.9200 instead of Rs.7000.  It is very unfortunate that the widow could not enjoy the right pension throughout her life time.

But for the timely intervention of Our Trust, the entire case would have gone un-noticed and died of its natural death. We appreciate the Canara Bank Kalingapatti Manager Mr.Papanasam for his noble service.

The Trust is very proud in doing such noble service by extending all the help to the needy veterans  and their families.
