AGAIN ONE MORE DISABILITY PENSIONER HELPED

We observed on going through his PPO, Discharge book and the Bank pass book entries, that he had served for 6 yrs only, sanctioned with 20% disability element with the reason –Invalided out Hence he is eligible for Broad banding of disability element to a minimum of 50% DE.as per CDA cir 429. The poor veteran was not aware of this.
Now , we have prepared the Annexure in triplicate, duly filled, signed by the pensioner and the PDA and dispatched to his Record office

The aged , ailing sepoy was very much pleased with our service and expressed his sincere thanks to our Trust for this timely help.

EXWEL TRUST IN INDIAN BANK PENSION ADALAT

A Pension Adalat was arranged by Indian Bank on 29-01-2012 at their Zonal Office, Tirunelveli, Tamil Nadu, First time ,one public sector bank arranged with great enthusiasm in this Centre.

Our Trust was specially invited to interact with pensioners. Our Chief Admin , and  Liaison Officers and a Trustees attended .

Pensioners from all Departments, Civil, Defence, BSNL and Tamil Nadu State  participated.
Deputy Gen.Manager  Shri Fazlur Rahman A and Asst. Gen.Manager Shri Venkataraman were present . They gave a welcome address and expressed the purpose and importance of the  Pensioners ADALAT. 

Our Chief Liaison Officer Sgt.S.kanthiah delivered  a brief lecture on different areas of pension problems like Endorsement of Family pension, Part II order, Importance of Life Certificate, Different types of Family pensions, and Disability pension and Additional pension to 80 yrs and above pensioners  of Defence, Central Civil, Railway , BSNL and State pension,  .

Thereafter there was a very good interactions, particularly from Defence and BSNL pensioners. Our Liaison officer clarified all their  doubts and requested the Bank Authorities to co-operate in solving their problems like signing in different Applications, Annexures , Stoppage of FMA etc., without making them to run about. They have understood the importance of the events and agreed to inform the branches accordingly to hasten the process.

The DGM and AGM were very much impressed upon our services and our ongoing efforts to mitigate the sufferings of Ex-Servicemen in getting their correct pension. They commented very high of our Hand  book of PENSIONERS GUIDE in Tamil.

They requested us to extend assistance to needy branches to settle the pension problems particularly Defence pension as it has many terms which is difficult to understand by them. We assured them to extend our full assistance in this regard and we in turn requested them to co-operate with us for early disposal of discrepancies.. .

The suggestion put by us to hold a  common ADALAT for all banks was appreciated by DGM and he would also pass on the suggestion in the BLBC meetings.

As a whole the Adalat gave us  an opportunity to project our noble services to the pensioners and the Banks..

Immediately we contacted the Manager of the Bank and informed about the discrepancy. The Manager accepted our findings and assured us to revised the Disability element and pay the arrears in the next month.

The Veteran was so pleased with our instant action towards the discrepancy and sincerely thanked us for the timely help extended by our Trust.

The spontaneous reception and warm welcome extended by the Managing Director Sri,KR,Arunachalam ,the Principal and other officials of the college is of a great honour extended to our Chief Admin. And Liaison Officers of our Trust.

Our Chief Admin. Officer was the chief Guest of the function. He hoisted the National Flags in all the three concerns, The KR.Arts.College, , National Engineering College and the Laximi Ammal Poly Technic.

Our Exwel Trust is very proud of being honoured by an Educational Institution thereby the noble services of our Trust is widely spread , and understood.

Of late, we came to know that a Widow of a Junior Warrant Officer’s wife was receiving un-revised family pension.

We reported the non revision to the PDA and their CPPC at Bangalore. The Manager readily accepted our findings and agreed to arrange for the revision in this month itself through CPPC.
Now , we received confirmation from CPPC, Bangalore that the pension is revised from 1-1-2006 and the arrears also being credited during this month pension.

The innocent widow called on us and expressed her deep appreciation and thanked us for the noble servics extended to Ex-Servicemen community, particularly for family pensioner by our Welfare Trust.

ONE MORE RESULT OF OUR EFFORTS

On our frequest visits and interactions, we came to know that one veteran from a remote village was Invalided out on 20% disability with only 7 yrs of service.

The Sick but happy veteran called on us un-mindful of his sickness and expressed his sincere thanks for such a timely help in getting his pension revised.

Our Trust is also satisfied in helping one more veteran.

       GOOD NEWS FOR INVALIDED DISABLED/WAR INJURY  DEFENCE PENSIONERS.

Those who were invalided out/ Boarded out after 1-4-2011, with 20% or more percentage of Disability/ War injury pension are given an Ex-Gratia lump sum of Rs.900000/ ( Nine Lacs) for 100% disability. It is proportionately reduced for lesser percentage.

REVISED RATES FOR DISABILITY PENSIONERS

                       REVISED DISABILITY PENSION RATES.
Many veterans and Bank branches are approaching us for clarification regarding the Rates of Disability pension as on date.

For Post 2006 retirees, it is 30% of their Average emolument at the time of discharge..It may vary for each veteran. This amount is for 100 % disability, For lesser percentage you can calculate.
For Pre-2006 retirees the 30% is on Minimum pay in the Pay band + Grade pay + MSP + X group pay . This for 100% disability. For lesser percentage you have to calculate.

There is no change for Sepoy , Naik and Havildar.
For example: Hav. Group-‘B’
Minimum Pay in the pay band = 5200 Grade Pay=2800 MSP=2000 + Class pay 150
Total= 10150 30% of 10150 is 3045. This is for 100% . But the existing rate is Rs.3510.
Hence there is no benefit.

Post 2006 and Pre-2006 retirees…..Rate: for 100% disability.

ECHS POLYCLINIC: TIRUNELVELI (NON MILITARY STATION)

This Polyclinic was established on 01.04.2004. as Type ‘C’ clinic.  The estimated ex-servicemen population of this District is around 7000.  At present there are 3602 Primary Members with 6987 Family members constituting a total of 10,587.  According to the estimated population of Esm. still more than 50% of pre 01.04.2003 ex-servicemen have not joined this scheme.  There are many reasons for not joining.  We will analyze it later.  Now let us see what this polyclinic had done to these ex-servicemen for the last 7 years.

The purpose of this article is to give a feedback to the readers as well as to the controlling authorities about its performance in a typical Non Military station.

In continuation of our Blog Post dt.16.05.2009 regarding this clinic, we are happy to report that there has been a tremendous progress in the scheme in terms of enrolment of new members, empanelment of hospitals, provision of medicines through DGLP and through Local Purchase,  improvement in the Clinic and General Administration of the clinic etc.

Of course there are some bottlenecks in the smooth functioning.  Delay in payment of bills to the empanelled hospitals.  Shortage of some specific medicines which cannot be purchased through the limited Local Purchase Funds (Rs.30,000 per month). Non availability of a Medical Specialist. Non availability of ECHS staff for Pharmacy and Data entry operation are some of the problems faced by this clinic.

Some of the main issues:-

EMPANELLED HOSPITALS

At present only two Hospitals in the city are empanelled to ECHS.  They are Shifa Hospitals and Galaxy Hospitals.  These two hospitals are authorized to provide very minimum facility only.  Off late these two hospitals are not happy with the ECHs as their bills amounting to Rs.45 Lacs (Shifa Hospitals) and Rs.27 Lacs (Galaxy Hospitals) are pending for a long time.  (We all know that delay breeds corruption and this paralyses the entire system if not checked in time)  The delay in payment of their bills has reached such an extent that they want to come out of ECHS empanelment.  For the ECHS members, these two hospitals gives a great relief in emergency treatment.  It is therefore essential that these two hospitals are retained in our scheme as there is no other alternative hospitals available at this non military station.  It is therefore requested that their pending bills may cleared at the earliest by all concerned.

MEDICAL SPECIALIST

A Polyclinic catering for more than 11,000 members, does not have a Medical Specialist for the last two years.  This causes great concern.  Daily out of 100 OP cases more than 10 to 15 cases are referred to Empanelled Hospitals, just because there is no Medical Specialist.  This causes undue increase in the budgetary expenses of ECHS and more inconvenience to the members.  Once it is found that there is no Medical Specialist is coming forward to join this clinic, some alternative ways and means are to be found out to appoint a Medical Specialist.  This clinic cannot be allowed to run without a Med. Specialist for ever.  Some flexible approach may be adopted to appoint a Medical Specialist immediately.  Appointment of a Med. Specialist is very important in the interest of ECHs as well as members.  Necessary action may be taken at the earliest.
 
GENERAL ADMINISTRATION OF THE CLINIC

The general administration of the Clinic is excellent.  Most of the members are satisfied with the services of this Clinic.  The Officer i/c Polyclinic Col.S.Victor (Retd.) is managing this clinic for the last 7 years in a very efficient manner.  There are no words to express our appreciation on the excellent work done by this Colonel.  The Station HQ Trivandrum was kind enough to provide various ancillary facilities to this clinic such as provisioning of seating arrangement, drinking water facilities, TV and other facilities from their Welfare Funds.  They also provided a Data Entry Operator, one clerk, one Pharmacist and a Chowkidar by paying from the welfare funds of the Station HQ Trivandrum.

Now for various administrative reasons, the Command and Control of this Polyclinic has been changed from Army (Station HQ /Trivandrum) to Navy (INS Kattabomman) w.e.f. 01.07.2011.  There was some teething trouble due to the changeover.  The monthly salaries of all the employees of this clinic was delayed more 5 months and supply of medicines was also disturbed during this change over.  This situation was managed by the O i/c Polyclinic very smoothly.  It is reported with great concern that while the salaries of ECHS staff has been regularized, but the salaries of the  regimental staff has not been regularized so far. Similarly, the supply of medicines also has not been regularized so far.  These two issues are to be sorted out by the Station HQ INS Kattabomman immediately.

It is roughly estimated that around 2.04 crores would have been spent only for the above treatments. It is a clear indicator that the clinic has performed well during the last 7 years.

SUPPLY OF MEDICINES

There is some problem in the supply of medicines to this clinic from DGLP after changing over the command to INS Kattabomman.  It appears that the Station HQ Thiruvananthapuram abruptly wants to hand over everything to INS Kattabomman.  It is not correct.  Army command being large, and very well experienced with the administration of the ECHS, they should guide the INS Kattabomman in day to day affairs and also arrange to supply the required medicines as it had done earlier.  We hope the Station HQ Thiruvanandapuram will do all for the efficient functioning of this ECHS even though it had been handed over to INS Kattabomman.

The Medical Officers Smt.Dr.S.Lakshmi, MBBS DGO and Shri Dr.M.Sornam and Dr.Major.Nagamani (Dentist) are providing excellent care to the members.  All the members are satisfied with the treatment given by these medical officers.  Similarly the para medical staff Lab Tech. Smt.Pricilla, Xray Technician Shri S.Eswaren, Nursing Asst.Ex.Hav.Sankaran, Pharmacist Smt.S.Thiruvadi Selvi and the Clerk Shri M.Arockia Raj all form a very good team to run this clinic in an efficient manner.

We approached the Officer i/c ECHS Polyclinic for writing a report on ECHS.  He immediately gave a kind hearing and provided these information.  Fortunately that was the day of a surprise visit of the Station Commander INS Kattabomman Captain.S.Venkatraman.  Our Exwel Trust Team had an opportunity to meet the Station Commander and discuss with him on various issues.  He was kind enough to promise to do the needful at the earliest.

YET ANOTHER RESULT OF OUR EFFORTS

One Post 2006 retiree, a Subedar was sanctioned with less pension than a Pre-2006 retiree of the same Rank, Group. and same length of service.

Name: S.Gunasekar Rank: Sub. Group: ‘Y’ Qly.Service: 30yrs.
PPO.No: S/050479/2008 Pensioned sanctioned : Rs.10230/- For Pre-2006 it was Rs.11970/-

This discrimination was reported to Record office/ CDA Allahabad and IESM. The anomaly was accepted by CDA and MOD. Now the pension of the aggrieved Subedar is revised in line with the Pre-2006 retirees as Rs.11970/- and the Corrigendum PPO is received.

The Happy Subedar Gunasekar, called on us and expressed his deep appreciation for the efforts made by our Welfare Trust. Trust is also satisfied in succeeding on our efforts.

EXWEL TRUST REACHES AN OLD AGE HOME (ORPHANAGE)

                        TRUST REACHES ONE MORE  ORPHANAGE  OLD AGE HOME.

On the eve of New Year 2012, our Trust members paid a visit to SHALOM OLD AGE HOME” at Palayamkottai, Tirunelveli-Dist, Tamil Nadu.

There are about 25 inmates, 20 Women and 5 Gents, all are above 65 yrs of age an
2 of them above 90 yrs..

The Warden along with all the inmates welcomed us with joy and happiness

We are very happy to note that the Warden happened to be a Veteran, Havildar –Jeyapaul.
He along with his wife are staying in the Home to look after the inmates..We appreciated them for their dedication towards the elders.

We wished them all a Very Happy New year 2012 and offered them with their daily needs, Tooth paste, Tooth brush, washing soap, We also supplied 10 Mosquito Repellent with motor and 4 mats for spreading on the floor.

The happy inmates thanked us for the generous supply of their daily needs and performed a Prayer for the hale and healthy long life of the Trust members.

It was a pleasant starting activity of our Trust on the New Year 2012.
