ANOMALY IN GROUP -I / X SERGEANT PENSION.

Aggrieved Sergeant.

AIR FORCE X GROUP SERGEANTS- ANOMALY.

As per recommendation of Cabinet Secretary’s committee, the Revision of pension for JCOs and Other Ranks are tabled as per CDA cir 430. The recommendation says that this is reducing the pension gap between Pre and Post 2006 retirees and the pre-2006 are brought under one head the pre-2006.

It is noted with great concern that there are 2 Tables for Air Force Group I / X Sergeants, table 111 and 112 as per Cir 430.

All Sgts are discharge after minimum of 15 yrs of service only. As per Govt. orders, all Technical trades men having more than 10 yrs of service are recognized as Diploma holders. When such is the case, all Group I /X Sgts are diploma holders and are to be brought under Table No.112. But those who were discharged after 10-10-1997 only brought under table No.112 and others are considered under table No.111, this is a great in-justice.

Though, this issues are expressed/ brought to light by various forums, there is no progress. One side, we are struggling for OROP, and the other side the existing anomaly could not be removed.

All the Major ESM associations should fight jointly for the very simple case of this kind which involves no complex calculation .

Let us all hope that this anomaly is removed at least before the VII th Pay Commission Report.

NUMEROUS CORRECTIONS IN PENSION TABLES

NUMEROUS CORRECTIONS, MODIFICATIONS IN CIRCULARS-UTTER CONFUSION

In the recent times, we receive lots of circulars correcting the existing circulars, deletion and additions of columns and so on.

As it is, the PDAs are not able to interpret the circulars correctly , hence leading to short/ excess payments of pension and the pensioners are constrained to seek legal remedies and particulars under RTI acts.

Whatever the happenings, the Pensioners are made to run pillar to post for getting their eligible pension, particularly the Widow pensioners. When the discrepancies are represented by various ESM organizations, the PDAs are not at all bothered to go through the cases, and simply forward to their respective CPPCs . The pensioners are advised to approach the CPPC which are located far away. The CPPCs at the other end are not at all responding to the complaints and not attending phone calls even. This kind of acts of the PDAs and CPPCs have made the Pensioners to think that the creation of the CPPC is of no use. The previous system was far better. We all feel that the very purpose of establishment of CPPC is defeated.

As a whole, the pension payment has become a mockery.

The VIth CPC has created untold miseries , confusions and anomalies for defence pension community. The remedies for all these are not at all at sight.

RATE OF DISABILITY PENSION -NEW ORDER IMPLEMENTED.

As per CDA cir 410, the disability element for 100% was fixed at one rate as follows:

100% disability Element for the Rank of Sepoy to Hav…………3510

Nb.Sub to Sub.Maj………. 4300

Commissioned Officers…. 5880

Now , as per CDA Cir 456- the Disability element for 100% is 30% of Pay in the Pay band of a particular Rank and group of particular person.

Illustration :

A sepoy was discharged on 31-10-2007 after 17 yrs of service with 20% disability.

His pay in the Pay band …………………….8100.00

Grade Pay……………………………………….. 2400.00

Military Service Pay………………………. 2000.00

Class Pay……………………………………….. 100.00

Total Pay ……………………… 12600.00 His service Element is Rs.6300/-(50% of pay)

For 100% disability for this veteran 30% of 12600

i.e 30 X 12600/100= 3780

In this case, the DE is 20% , hence 20% of 3780 is= 756/-

This Sepoy is sanctioned with 756 as disability element.

Earlier it was 20% of 3510 = 702. Now it is 756/ and it varies with each individual veteran according to his pay on discharge and percentage of disability.

Kindly note that this illustration is from CDA Allahabad.
