YET ANTHER INVALIDED OUT PENSIONER HELPED.

ONE MORE INVALIDED OUT PENSIONER HELPED FOR BROAD BANDING OF DISABILITY PENSION..

On our continued efforts and services, we came to know that one GDSM was Invalided out with 20% disability pension. His full particulars are :

Name : A.Sugumar No:13668650 Rank: GDSM (Sep) Total Service: 8.5 yrs .

PPO.No: D/RA/6214/1992

Record Office : The Brigade of Guards.

PDA: Canara Bank, Udangudi, Tuticorin-Dist, Tamil Nadu.

On verifying his available pension papers and pass book entries , we noticed that he was Invalided out with 20% disability pension. As per latest CDA cir 429, he is eligible for Recomputation of disability pension to the minimum of 50%. Also it was noticed that he was being paid only the service element.

We informed the Branch manager about this discrepancies and he accepted our findings and agreed to revise the pension and forward the Annexures prepared by us for Broad Banding of Disability pension to Record Office.

The Ailing GDSM was happy and thanked us for the timely help extended by our Trust.

DISCRIMINATION IN THE PENSION OF X GROUP SERGEANTS




DISCRIMNATION IN THE PENSION OF SAME RANK AND GROUP OF SERGEANT IN INDIAN AIR FORCE.

The recent Cabinet committee recommendations and the CDA cir 430 has come in to effect from1-7-2009. It is widely said that this recommendation is bridging the gap between Pre and Post 2006 pensioners and by which there will be only two stages , the Pre and Post 2006.

When this is the case, we find that there are 2 Tables for the Rank and Group of ‘X’ Sergeants, No.111 and 112 ( Pre-10-10-1997 and Post 10-10-1997) as per CDA cir 430, the Sgt-X group and Sgt. X Group-Diploma holders..

For example: Pension for 15 yrs Sgt as per Table No 111 is Rs.5492, where as as per Table-112 it is 5820/

As per Govt. letters, those Sgts who have completed 10yrs and more in Technical trades are recognized/ treated as Diploma holders for employment and all other purposes. Such is the case, why there should be TWO tables for the same Rank. The Tables are for 15 yrs and above service only, hence all the Technical Sgts are Diploma holders and the Table No.112 is to be applied for all X group Sgts.

Another point to note that this Diploma is not carried forward for the next higher ranks of Junior Warrant Officers, Warrant Officers and Master Warrant Officers. Are they , the X group Diploma Sgts have become non Diploma holders after promotion to higher Ranks.

This has created a confusion and anguish among the X group Sergeant, discriminating pre 10-10-1997 and post 10-10-1997 status. This anomaly to be seriously discussed and addressed.

We also understand that some affected Sergeants have approached court for remedy.

It is also to be noted that, there are Diploma holders in Army and Navy as well , but there is only one table for Havildars and Petty Officers of X group, Table-21 and 86 respectively.

Hence, we opine that the Table No.112 only is to be taken for X group Sergeants and their pension is to be re-calculated.

All major Ex-Servicemen Associations are requested to take note of this .

One Ts.Nk., a Disability Pensioner , having 14.5 yrs qualifying service was aggrieved for non revision of pension as per CDA cir 430.

Qualifying service : 14.5 yrs. Disability : 30% Record Office : ASC (AT)

PDA: Indian Overseas Bank, Kadayam ( Main), Tirunelveli-Dist, Tamil Nadu.

Existing basic pension was : 3500/-

We represented the case by submitting the required Annexure to CDA through the Record Office.

After 3 months, the revised PPO is received ,revising his basic pension as Rs.4217/ from 3500/-.

Veteran Chandra Sekaran called on us ands expressed his gratitude for the help extended by our Trust.

Dear veteran brothers, please guide such Ex-Servicemen having qualifying service of 11 to 15 yrs to apply for revision of their basic pension.

TRUST VISITS THE HOME FOR BLIND AGED WOMEN AGAIN.

OUR TRUST MEMNBERS VISIT THE HOME FOR BLIND AGED WOMEN AGAIN

Our Managing Trustee and Liaison officer visited the Home again . On the request of the Inmates, we supplied them with Mosquito Repellents to the Home on 17-02-2011.

The aged women recognized us and were very happy and thanked us for our repeated visits and helps. They performed a special prayer for the long and healthy life of the Trust members.

WAR INJURY PENSION (SE +WIE) -CAP REMOVED

.

The concept of aggregate total of Service element and War injury Element will not be more than the last pay drawn is- now withdrawn from 1-7-2009 as per CDA Cir 429 ,and GOI., MOD letter No.16 (6)/ 2008/ (1)/ D ( Pen &Poly) dated 4-5-2009


Now, the Service element and the War Injury element will be calculated separately and the total of both can exceed the last pay drawn by the pensioner.


SERVICE ELEMENT FOR WAR INJURY PENSIONERS.

For commissioned Officers : it will be calculated with reference to pay drawn at the time of invalidment but counting of service is up to the date on which he/ she should have retired in that Rank in normal course, including weight age as admissible.


For JCOs and Other Ranks, Service Element will be calculated on the basis of the Rank and Group and Maximum length of service for the Rank.


Our Trust has helped TWO war injury pensioners for getting the revised pension ( SE +WIE)


Affected war injury pensioners may claim for revision .

EXTENDING A HELPING HAND TO A NAVAL COMMANDER(TS)

Commander (TS), A.Balasubramaniam (Retd) in the centre is discussing with our Managing Trustee Sgt.R.Chellappa and Liaision Officer Sgt.S.Kanthiah.

As our humble service is very much in the air, one Navy Commander , an Octogenarian

Called on us for clarification of his rate of pension.

Date of retirement : 01-02-1980 Date of Birth : 9-1-1930

PPO.No: M/MODP/00506/99

PDA : INDIAN Overseas bank, High ground branch, Tirunelveli-627011, Tamil Nadu.

On scrutinizing his available pension papers, we noticed that he is eligible for an Additional pension of 20%. The Rank on discharge was Lt.Commander and amended as Commander (TS) as per CoRr.PPO No:M/MODP/00506/99.

Both the PDA and the Commander were not aware of the amended Rank and being paid pension for the Rank of Lt.Commander only. We have now taken up the matter with the Naval Head Quarters, New Delhi for confirmation.

Commander A.Balasubramaniam thanked us for the timely observation and the steps initiated by our trust. Our Trust is very happy in helping a Commissioned officer, the first case.

ANOMALIES MAY BE ADDRESSED SOON

WORRIED VETERANS DUE TO ANOMALIES.

FOR THE KIND ATTENTION OF JCOs & ORs DISCHARGED

AFTER 01.01.2006.


A large number of JCOs and Ors, who were discharged after 01.01.2006 are running here and there to find out how and why they are getting less pension than their pre 01.01.2006 counterparts. Many Subedars with 28 to 30 years of service visited our Exwel Trust Office with this grievance. On referring the matter to the CDA(P) Allahabad, we have received the following reply.

The withdrawal of weightage in qualifying service and fixing improper pay band are the main reasons for this anomaly

It is expected that the MOD letter dt.18.08.2010 is likely to provide relief to the above category of JCOs and ORs
(Click here for the MOD letter) on the basis of the implementation instructions by the PCDA(P) in due course. It is already 5 months passed, still the CDA(P) had not issued any implementation circular to this effect.

This important policy letter of MOD concerning large number of post 2006 retirees is not seen in any Website related to defence pensioners. Only
