EXTENDING A HELPING HAND TO A 100% DISABILITY AIR FORCE PENSIONER.

Our Financial Trustee Sgt.C.Muthukrishnan is holding the hand of Cpl Anandan and advising him with encouraging words while Our Liaison Officer Sgt.kanthiah is listening their conversation at our Tust office.

On coming to know the activities of our Exwel Trust , a 100% disability pensioner , not able to converse properly, called on us with his family members .

On going through his documents, we noticed that his second Marriage is not reported to Air Force Record Office.

His full particulars are :

Name: PVG.Anandan Rank: Corporal Service No: 720334 Group- III , Medical Asst.

Discharged in the year 2001 with 100% disabilityPension.

PPO.No: 08/14/B/2393/2001 Total service : 12 years.

PDA: UCO Bank, Tirunelveli- Junction, Tirunelveli-District, Tamil Nadu.

We explained the procedure for publishing in SRO and advised the family members to get the required certificate ( Marriage certificate ) from the Registrar of Marriage. We prepared the Affidavit and other required forms in this regard as the Airman is not able to do any manual work and freely speak.

The disabled Corporal and his family members were very happy and expressed their gratitude for such a help by the Trust.

Our Trust is satisfied in extending a helping hand to one more VETERAN of a 100% disability.

PENAL INTEREST FOR DELAYED PAYMENT OF PENSION


80 Years and above veteran is being briefed about the
compensation for delayed pension/arrears payment.

COMPENSATION FOR DELAYED PAYMENT OF

PENSION AND ARREARS

Reserve Bank of India has issued a Master circular.

Ref:Do.No. CSD.CO/ 8703/13.01-001/2009-10 dated April 2010 and

RBI/ 2010-11/88 dated Jul 01, 2010.

“ Pension paying Banks should compensate the pensioners for delay if any in Crediting the pension/ arrears thereof by paying compensation at Bank rate plus 2% penal interest for the delay after the due date automatically without waiting for any claim from the pensioners. This is effective from 01-10-2008. “

Dear Veteran brothers , please do not hesitate to report / claim the interest for delayed payment of your dues.

MNS OFFICERS NEGLECTED


STEPMOTHERLY TREATMENT TO MNS OFFICERS


When the pension of regular officers Lt.Col and above ranks was revised 2 or three times and enhanced, the pension of MNS officers was not enhanced.

The Annexure-IIA and Annexure-IIA (Revised) is not at all beneficial.

For example, a Major ,21.5 yrs of service , discharged in 2003 was sanctioned with pension of Rs.5333/- The same was revised as Rs.12054/ according to Annexure- I MOD letter dated11-112008, ( CDA Cir 397)

But as per Annexure-IIA it is only..10792 and as per Annexure-IIA (revised) , it is 11012/-( Cir 449)

Same way: One Lt.Col, 24 yrs of service, Discharged in 2004 was sanctioned with 6164/- and was revised as per CDA Cir 397, Annexure-I as Rs.13932/-

But as per Annexure-IIA it is … 11600/- and as per Annexure-IIA (Revised) CDA Cir 449 it is 11978/-

In both the cases, the revision as per Cir 397, annexure-I is beneficial . If this is the case, the Annexures IIA and IIA(revised) are of no use.

The MOD and the CGDA may take some corrective measures in this regard.

Our major Associations also are REQUESTED to find a way to overcome these anomaly thereby addressing the grievance of MNS officers.

The eligibility of Additional pension was informed to the Branch Manager and he readily accepted our findings and arranged for revision and payment of arrears amounting to the tune of Rs.88000/-

The Pensioner R.Venkatasamy , called on us at our office and expressed his gratitude for such a timely help in his old age.

'ALAS' FATE OF EX-GRATIA PENSIONERS.

The VI th Pay commission has totally forgotten the Ex-Gratia pensioners.
Their meager pension of 600+300 +DA is not revised so far.

Now,few of them have completed 80 years of age and the Additional pension
as per the VIth Pay commission is also denied to them.

It is a pitiable situation for this category of pensioners for no fault of them.

Even the meagre amount of pension is not correctly paid by many bank branches.The latest DA rate is not revised as per GOI letter.F.No.42/18/2010-P & PW (G) dated 27-10-2010 w.e.f 1-7-2010. DA rate for Pensioner..103% and for Widows 95 %
The correct pension from 1-7-2010 will be as follows:
For Pensioners

We, the Ex-Servicemen Welfare Trust sincerely appeal to the MOD. RE-MARRIAGE OF A CHILDLESS WIDOW
The childless widow of a deceased Government employee should continue to be paid family pension even after her remarriage subject to the condition that the family pension shall cease once her independent income from all sources becomes equal to or higher than the minimum prescribed family pension in the Central Government. (5.1.55). This is applicable to the Defence Family pensioners also w.e.f. 01.01.2006.

ONE MORE WIDOW PENSIONER HELPED BY OUR TRUST..

On our continued efforts, we noticed that Smt.Kanthamathi w/o Late Sub.R.Avudayappan was receiving unrevised pension.

Ex.Nb.Sub.Swamynath Raj was drawing his pension. After his demise, his wife Smt.Chellathai Thalavai was drawing her pension and she also died on 18-7-2004.

We came to know that one of their daughters was a divorced woman. We took up the case with DSC record office as per GOI Order No.1/ 19/03-P & PW dated 23-8-2004 for eligibility of pension to Divorced daughter.

After a series of correspondences’ , the Family pension was sanctioned to Smt.S.Suganthi, D/O the deceased Nb.Sub.

HELPING IN GETTING BROADBANDING OF DISABILITY PENSION

The Happy Hav.V.Lakshmanan( in the centre) is showing a copy of the revised PPO for broadbanding of Disability pension from 30% to 50% to our Chief liaison officer in the presence of Chief Admin.Officer.

Veteran V.Lakshmanan was receiving 30% of disability pension. He was not aware of theCDA cir for broad-banding ‘

a 100% Disablity pensioner was drawing unrevised pension.

He was receiving the DE: 1550+775= 2325.

Disability element for 100% was not revised as per VI th Pay Commission CDA Cir 410.
The discrepancy was reported to the Branch Manager, and he was kind enough to accept our findings and arranged for revising the Disability element as 3510/- w.e.f 1-1-2006 and the payment of arrears.

The veteran was very happy and called on us and expressed his heartfelt thanks for the voluntary help.
