NON OBSERVANCE OF SPECIAL FAMILY PENSION RULES CDA CIR. 282 AND 410

There are cases where Special Family Pension is granted to widows/ Mothers of Ex-Servicemen. The very purpose of Spl.Fp. is to miticate the sufferings / Loss of their kins of the widows to some reasonable extent.Despite the fact the order is so clear and there is no cause for any ambiguity , yet in most cases the beneficiaries of the Special Family Pension are not getting their legitimate entitlement and dues for no fault of theirs. In some cases, due to their ignorance they are made to content with the pension what they are getting presently.



As of now, there appears to be no mechanism or system to monitor and ensure that the pensioners are receiving their correct pension. It is not understood as to how such cases are un noticed by the watch ful eyes of AG's Auditors and RBI inspectors. During our special drive in interacting with some Spl.Family pensioners we came to know that they were bing paid only Normal pension of Rs.1275/- w.e.f 1-1-96 and Rs.3500/- from 1-1-2006 instead of Rs.2550/ and Rs.7000/- respectively. Thus they were receiving short payment for the last 12 years.

It is not the over simplification of the fact that there are many such pensioners still at large are short paid. However, it is once again reiterated that but for the timely interevention and prompt action by our Trust team members, the above mentioned pensioners would have not got their entitled pension. The arrears worked out to be 3.84 lacs plus.for each pensioner.

ANOMALY IN DISBURSEMENT OF FAMILY PENSION

Our Chief Liaison Officer Sgt.S,Kanthiah (Retd( visited Indian Overseas Bank, Kalakad Branch, Tirunelvlei -Dist, Tamil Nadu on 30-10-2009 in connection with the revision of pension as per VI th Pay commission. During the scrutiny of the PPOs, he noticed that one family pensioner SMT.HELEN RAJAH W/o Late Lt. Rajah Israel ( Navy Officer) was being paid a basic pension of Rs.3500/- which is minimum pension for the rank of a Sepoy. Further , he observed her date of Birth as 13-3-1925, hence she is eligible for an additional pension of 20% also. THE PPO.NO.is M / 1230/ 72 which is the indication that she is wife of an Officer. Our liaison officer informed the same to the Branch officials and appraised them, which they are not aware. She is supposed to get a basic pension of Rs.8100/- w.e.f 1-1-2006.



After completing the works, our Liaison officer went in search of the residence of the Lady which was about 5 kilometers from the branch. Lastly he could locate the house, but to his surprise it was locked. He made an inquiry in the nearby houses. The neighbour informed him that she was staying with her son at KODAIKANAL for the last 2 to 3 years and expired recently about 5 months back.



What a pity situation. Had her pension been revised correctly as 8100 and an Addition pension of 20% effected, she should have received an amount of Rs. 309580/-as arrears. Not only this, her pension was to be revised from 1-1-96 also. Poor lady could not enjoy the fruit of this large amount of about 5 Lacs plus in her life time and left the world. This is the fate. Now who is responsible for this happenings whether Bank / Auditors or CDA . Now where to go and knock the door.



In this particular case, even after 10 years , ( V th Pay commision ), how this case has escaped the EYEs of the AG's Office Auditors and RBI inspectors. The prefix 'M" in the PPO is the clear Indication that the widow is wife of an Officer.We fail to understand , why the Basic norm is not known to the Auditors/RBI/Banks



Our Trust feels such happenings are there through out the country , and it should be brought to the light of our Ex-servicemen community through medias so that they are aware of their own entitled pension.

One More Feather on our cap

One more special family pensioner was identified by our liaison officer Sgt.S.Kanthiah(Retd) during his visit to canara bank,Sankarankoil, Tirunelveli Dist, Tamilnadu. Smt Mariammal w/o Late sepoy Azhakar Samy (6785029), PPO No F/3368/68, aged 64 years , was being paid Rs.1275/- with effect from 1.1.96 and 3500 w.e.f 1.1.2006 ,instead of 2550 and 7000 respectively . The same was noticed and informed to the bank officials. There after our respected HFO Chandra Sekar(Retd) traced out the pensioner's residence in a remote village and he was shocked to see the condition of the pensioer living in a Mud House unrenovated for many years. Her only son, a daily wager was not in a position to help her in renovating the hut.


This situation was explained to the senior manager Mr.JEYARAMAN, Canara Bank, Sankarankoil and he was kind enough to listen and accept our calculation and suggestions. The arrear amount of Rs.393527/- was credited to Srimathi Mariammal's account on 12/11/2009. The poor widow was so delighted for this act and thanked us for timely help.


Our trust members advised the pensioners to get her house renovated immediately before it is totally collapsed. This is the 11th case of special family pension, our trust has intervened and got it done. Further, our trust is planning to visit all banks in our district to find out such unnoticed special family pensioners.

THE EXWEL TRUST HELPS AND AGED VETERAN

Our team visited the residence of veteran HAV.SANAKARASUBBU ( 2534355) at No.57, Thiruneelakandar Street, Kurichi, Melapalayam, Tirunelveli-Dist. 627 005 on 13-11-2009. The aged veteran is 90 years old and bedridden, Our team presented him with a WALKING STICK and he was so delighted for our gesture. Then we were chatting with him for about 30 minutes. His date of birth was 1-7-1920, hence he is eligible for an additional pension of 30% as per VI th Pay commission. Our Liaison Officer Mr.S.Kanthiah, worked out the Additional pension of 30% w.e.f 1-1-2006 then and there amounting to Rs.70032/-till date. The aged veteran was so pleased to hear this arrear amount during his life time. We straightway drew to the Pension Disbursing Bank, Canara Bank, Melapalayam, Tirunelveli Dist and explained the condition and position of the aged Veteran to the Senior Manager Mr.Manickam. He was happy and readily accepted our advice and the calculation sheet and kind enough to make arrangements for the credit the arrears immediately. He also wished our Trust to grow higher and higher to serve for the needy veterans.

SUPPLY OF FREE MEALS TO ORPHANAGE "UDAVUM ULLANGAL" AT KAMARAJAR NAGAR, PALAYAMKOTTAI, TIRUNELVEI-DIASTERICT, TAMIL NADU- ON CHILDREN DAY ON 14-11-2009.

Our Trust had made arrangement to supply free DINNER to the children of an Orphanage Home " Udavum Ullangal" at Palyamkottai on the occasion of Children Day on 14-11-2009,inspite of heavy rain. About 65 children were fed with varieties of items i.e Idly, Vada, Chappathi, Kuruma, Pongal and Kesari.

The children were so delighted and tasted to their satisfaction. The function concluded with a prayer from the inmates. The Organiser thanked our Managing trustee and in turn our Trustee promised to continue such helps in future also.

EXWEL TRUST GETS ADDITIONAL PENSION TO AGED PENSIONERS.

THE ADDITIONAL PENSION IS A GREAT BLESSING TO AGED PENSIONERS.

The sixth pay commission was kind enough towards aged pensioners. Pensioners above 80 to 85 years are allowed additional pension of 20%, 85 to 90 are 30%, 90 to 95 are 40% and 95 to 100 years 50% and 100 years and above are given double their eligible pension.

No doubt it is a great blessing to aged pensioners, provided some one helps these aged pensioners to get the benefits.

Almost all the active workers of the Exwel Trust are above sixty years, but they are very much helpful to the age group of 80 and above. Accordingly, Sgt.S.Kandiah (Age 67) and Hon.Flt.Lt.Natarajan (Age65) both are very helpful to the aged pensioners for getting the additional pension.

In the photo, one Warrant Officer Pandian (Retd.) aged 80 Plus in a happy mood after receiving the arrears of additional pension of about 1.22 lacs with the help of Exwel Trust volunteers.

There are many aged pensioners not above to avail the benefits of this additional pension, as there is no body to help them. An appeal is made to all concerned to help these pensioners.
